Director of Policy
POSITION SUMMARY
Hexagon Energy is a clean energy development company specializing in geothermal, solar, and battery storage projects. We are seeking a Director of Policy to lead the company's government affairs and policy strategy at the federal and state levels. This is a high-visibility role responsible for advancing the regulatory and legislative conditions that enable Hexagon to develop geothermal energy across our western U.S. portfolio.
The ideal candidate brings deep familiarity with federal and state energy policy, a track record of building relationships across legislative and regulatory institutions, and a commitment to accelerating geothermal energy deployment. Experience with DOE, DOI, BLM, and congressional energy committees is strongly preferred, as is working knowledge of state-level regulatory processes in western states.
This role works closely with Hexagon's development, commercial, legal, and geoscience teams and requires the judgment to translate complex policy environments into actionable strategy. CORE FOCUS AREAS
Federal Policy & Legislative Affairs
Develop and execute Hexagon's federal policy strategy, with a focus on geothermal permitting reform, DOE grant programs, and federal energy legislation
Build and maintain relationships with congressional staff, DOE, DOI, BLM, and other relevant federal agencies; represent Hexagon in meetings, hearings, and working groups
Monitor and analyze federal legislative and regulatory developments; prepare briefing memos and strategic recommendations for leadership
Engage with coalitions, industry associations, and advocacy groups advancing geothermal and clean energy priorities at the federal level
Track appropriations, grant programs, and federal financing mechanisms relevant to geothermal development; identify and pursue strategic opportunities for Hexagon
State Policy & Regulatory Engagement
Track and influence state-level legislative and regulatory developments across Hexagon's western-state footprint, including utility integrated resource planning & procurement mandates, permitting reform, tax incentives, and interconnection policy
Engage with state energy offices, public utility commissions, legislatures, and governors' offices to advance policy frameworks favorable to geothermal development
Develop and maintain relationships with state-level counterparts, trade associations, and aligned advocacy organizations
Prepare policy analyses, legislative summaries, and strategic briefings to support Hexagon's project-specific and portfolio-wide policy positions
Identify risks and opportunities arising from state regulatory changes and provide timely guidance to development and commercial teams
Industry Coalitions & External Affairs
Represent Hexagon in industry coalitions and trade associations focused on geothermal and clean energy, and contribute to shared advocacy priorities
Develop written materials, including op-eds, policy comments, and public testimony, to advance Hexagon's positions on permitting reform, geothermal prioritization, and clean energy policy
Build Hexagon's profile and credibility among policymakers, regulators, and other stakeholders as geothermal energy becomes a larger part of the national clean energy conversation
Cross-Functional Support
Partner with the development team to identify and resolve policy or regulatory barriers affecting specific markets and projects; provide timely guidance on permitting timelines, agency relationships, and political risk
Support the commercial team with policy context relevant to offtake negotiations, utility procurement programs, and state incentive structures
Collaborate with legal and geoscience teams on federal and state filings, agency comment responses, and permit strategy
Maintain accurate tracking of legislative and regulatory activity; prepare regular status updates for leadership
Travel as needed to Washington, DC, state capitals, and project markets to advance policy objectives and maintain key relationships
CANDIDATE PROFILE
We are looking for someone who brings strategic instincts, genuine curiosity about the energy transition, and a proven ability to get things done in complex policy environments. The ideal candidate:
Has a substantive track record in federal or state energy policy, government relations, or legislative affairs, with direct experience engaging DOE, BLM, congressional energy committees, or state regulatory bodies
Understands how public lands permitting, federal energy programs, and state regulatory frameworks interact with private energy development
Communicates with clarity and confidence, both in writing and in person, and can translate complex policy issues for technical, commercial, and executive audiences
Builds trust across a wide range of stakeholders, including regulators, elected officials, tribal governments, and industry peers
Brings a bipartisan mindset and understands how to operate effectively across political environments
Is highly organized and self-directed, capable of managing multiple policy workstreams simultaneously without losing track of details
Is intellectually curious about geothermal energy and motivated by the challenge of building a new industry from the ground up
Thrives in fast-moving, ambiguous environments and sees policy obstacles as problems to solve
REQUIRED EXPERIENCE
Bachelor's degree in public policy, political science, energy policy, environmental studies, or a related field; advanced degree preferred
7+ years of experience in government affairs, legislative or regulatory policy, or related roles, with a focus on energy or natural resource development
Demonstrated ability to develop and execute policy advocacy strategies that produce measurable outcomes
Exceptional written communication skills, including experience preparing policy memos, public comments, testimony, or strategic communications
Strong analytical skills and the ability to synthesize complex legislative and regulatory developments into clear, actionable guidance
Proven relationship-builder with an active network across policy circles, including agency staff, legislative offices, and industry groups
PREFERRED EXPERIENCE
Experience with geothermal, oil and gas, or broader subsurface energy policy at the federal or state level
Direct experience engaging federal agencies (DOE, BLM, DOI, FERC) or congressional offices on energy-related matters
Knowledge of state energy policy in one or more of Hexagon's markets: California, Oregon, Nevada, Washington, Idaho, Utah, New Mexico, Colorado, Arizona
Experience working with or within DOE, DOI, BLM, FERC, or state public utility commissions
Track record of contributing to successful legislative outcomes or regulatory proceedings
Experience managing external consultants, lobbyists, or coalition relationships
