Geothermal Development Manager
POSITION SUMMARY
Hexagon Energy is a clean energy development company specializing in geothermal, solar, and battery storage projects. We are seeking a Geothermal Development Manager with a proven track record in community engagement, stakeholder relations, and securing discretionary permits for complex energy or infrastructure projects. This role is at the center of our project development process and is responsible for earning the trust of communities, agencies, and decision-makers whose support is essential to bringing projects online.
Ideal candidates are based in Central Oregon, Southern Washington, Northern California, or Western Nevada and have 3+ years of experience in renewable energy development, land use planning, environmental permitting, or a closely related field. Experience navigating county and state discretionary permitting processes, including conditional use permits, special use permits, and environmental review, is strongly preferred.
Candidates must be natural relationship-builders with a genuine interest in the communities where our projects are located. You should be equally comfortable presenting to a county planning board, facilitating a community listening session, and negotiating with tribal governments. Strong written communication, public speaking, and active listening skills are essential.

CORE FOCUS AREAS
Community Engagement & Public Affairs
Design and execute community engagement strategies for each project, tailored to local context, concerns, and decision-making processes
Build and maintain relationships with planning staff, elected officials, tribal governments, and other key stakeholders from early project development through permit approval
Plan and lead public meetings, open houses, and listening sessions — including preparation of materials, facilitation, and follow-up
Serve as Hexagon’s primary local face in project communities; develop genuine familiarity with local issues, values, and priorities
Proactively identify and address community concerns before they become permitting obstacles
Cultivate project advocates among landowners, local businesses, elected officials, and community organizations
Coordinate outreach to tribes under Section 106 and related consultation requirements; develop and sustain respectful, ongoing government-to-government relationships
Discretionary Permitting & Regulatory Approvals
Lead the full discretionary permitting process for geothermal development projects, including county special/conditional use permits, state agency approvals, and BLM Plan of Development (POD) requirements
Develop permitting strategies and timelines; identify critical path items and manage risks to approval schedules
Prepare and review permit applications, project narratives, findings of fact, and public hearing presentations
Manage consultant teams (environmental, legal, cultural resources, noise, visual, biological) and integrate technical work products into permit submittals
Coordinate NEPA/CEQA environmental review in conjunction with the Project Management team
Track and respond to agency and staff comments; negotiate conditions of approval to protect project viability
Monitor planning commission and board of supervisors’ agendas; prepare for and present at public hearings
Project Development & Cross-Functional Support
Support engineering and commercial teams with permitting and community status updates relevant to project milestones
Assist the commercial team with project tax evaluation and lead or support tax abatement negotiations with local jurisdictions
Maintain accurate project records in Asana and Salesforce; prepare regular status reports for leadership
Support due diligence in connection with project financing or sales transactions
Travel up to 50%, often on short notice, to project sites and community meetings
CANDIDATE PROFILE
We are looking for someone who brings genuine enthusiasm for community engagement. The ideal candidate:
Has led or meaningfully contributed to the permitting of a discretionary land use approval (e.g., CUP, SUP, or equivalent) for clean energy, infrastructure, or natural resource land use projects
Understands how county planning processes work and knows how to navigate them effectively
Has a track record of building trust with diverse stakeholders, including rural communities, tribal governments, community interest groups, and elected officials
Is a confident public speaker and skilled facilitator who can hold a room and listen as well as present
Brings empathy, humility, and genuine curiosity to every community interaction
Is highly organized and self-directed, capable of managing multiple projects and workstreams simultaneously without losing track of details
Communicates complex technical information clearly and accessibly to non-technical audiences
Thrives in ambiguous, fast-moving environments and sees obstacles as problems to solve
Is proficient in GIS tools (ArcGIS or QGIS) for landowner outreach and project mapping
EDUCATION
A Bachelor of Science degree is preferred.
